Phil Armstrong, P.E., has joined HDR as a vice president and director of public ventures. He is responsible for overseeing HDR's public-private partnership (P3) advisory services for the firm's transportation program and will be based in the firm's Dallas office. Prior to joining HDR,

Armstrong was a senior vice president for the Central and Southwest regions at Skanska Infrastructure Development. Armstrong has helped develop nationally recognized P3 projects, including several in Texas where he played a direct role in the development of the state's comprehensive development agreement program. Recently, he served as bid director for the Trans Texas Corridor — 35 project; helped develop the SH 161 Concession project; developed the original concept and unsolicited proposal for the SH 121 Toll project; and served as the project's bid director.

Frank Whitson, AIA, joins HDR Architecture's Houston office as project manager. Whitson's nearly three decades of architectural education and practice includes design, project management, marketing, and business unit leadership, with a primary focus on creating effective winning relationships between clients and service providers. His proven responsibilities include directing design teams, managing complex projects, coordinating diverse consultant groups, and mentoring emerging architectural talent. Whitson has worked on a range of projects in the health care, corporate, higher education, civic, and religious fields and has taught architecture at both Texas A&M University and The University of Texas at Austin.

Bryan D. Jones, AIA, CCCA, LEED AP, has joined HDR Architecture in Houston as project manager. With almost 15 years' experience, Bryan offers a wealth of experience in all phases of project leadership and delivery, with a special emphasis on managing client relations, as well as planning, design and production teams. Jones' diverse project experience includes health care facilities, physician offices, and medical and commercial office buildings.
