Procurement regs for Panama Canal authority.

The Panama Canal was transferred to Panamanian control on December 31, 1999. Since its inauguration in 1914, the U.S. Government managed the Canal. During this period, procurement of goods and services was done under U.S. Government procurement regulations. Under Panamanian ownership, the Canal
