U.S. Chapter II filings reached 11,669 in the 12 months ending September 30,2002, up from 10,519 in 2001,9,835 in 2000, and 8,982 in 1999. The rapid rise in bankruptcy filings has placed a strain on the courts. The caseload of bankruptcy judges has increased 59% in the past decade, but no new bankruptcy judges have been added to the federal bench since 1992.
