Memphis, Tenn., Council to Consider Proposal to Increase Sewer Rates.

Dec. 4--It's hard to slip a proposed 49 percent increase in sewer rates past a group of elected officials.

Yet with the Memphis City Council focused on a separate rate increase proposed by Memphis Light, Gas and Water Division Tuesday, a plan to increase the sewer fees drew scant attention.

Jerry Collins, the city's public works director, said he plans to return to the council Dec. 16 with an ordinance change that would increase the average residentia
