The formation of Electronic Payment Services Inc (EPS), the owner of the largest automated teller machine (ATM) network in the nation, was supposed to impact how the ATM business would function. The creation of EPS, which resulted from the combination of seven ATM networks, has resulted in better economies of scale and an improved distribution network that is approaching 20,000 ATMs. However, legal problems with the Justice Department and the NYCE ATM network have helped reduce EPS' anticipated impact on the industry.
