Regional ATM networks, spurred by mergers, are challenging the national networks domestically. The regionals offer more services at a lower fee. For example, they offer access to debit card terminals at no added charge, and they absorb member banks' advertising costs. Still, the economies of scale and global reach provided by Plus System and Cirrus System's international networks make these systems formidable.
