In an effort to reduce diesel engine emissions 90% by 2010, the EPA is proposing a plan that will require fuel refiners to make cleaner diesel and manufacturers to design engines that capture more of the particles in emissions linked to asthma and other respiratory ailments.

The new limits will

apply to about 1 million off-road vehicles, including tractors, bulldozers, generators and aircraft service equipment. According to the EPA, the engines affected by the new rules comprise less than 5% of the U.S. vehicle fleet, but account for 30% of sulfur emissions.
