Agriculture is the world's largest user of water, consuming some 69% of all water withdrawals worldwide for irrigation. Irrigation consumes most of the water that it withdraws, returning little water to ground or surface sources. As a result, irrigation is being looked at from all sides and all stakeholders,

especially in the Western U.S.

Probably the easiest way to reduce agricultural water withdrawals is to use more efficient irrigation systems. Irrigation efficiency is the amount of water used by the irrigation system compared to the amount of water that can be used by the plant. Deriving more benefit for each unit of water withdrawn is a good way to enhance water use efficiency. Water 2025, an initiative of the Department of the Interior and the Bureau of Reclamation, includes improved agricultural irrigation efficiencies to help meet future water demand in 17 Western states.

Flood irrigation is the most common form of agricultural irrigation, and also the least efficient, but technologies such as surge or pulse-type flood irrigation can raise its efficiency.
