Schwarzenegger signs milk crate theft law

Who would have thunk it? But the theft of plastic milk crates and beverage pallets is costing California dairy producers and processors millions each year. The reason: Thieves sell the crates for cash to plastic recyclers.
On Monday, California Governor Arnold Schwarzenegger signed legislation that mandates anyone selling five or more plastic milk crates or beverage carriers must have a bill of sale or proof of ownership. They must also retain that proof for one year following the sale.
The onus will be on recyclers. Those caught shredding the cartons or carriers without proof of ownership are subject to misdemeanor prosecution if the cumulative value of the plastic is less than $400. If it is greater than $400, the crime will be treated as a felony. The law takes affects January 1, 2007.
