Tractor Safety Measures Are Hard Sell for Old-School Farmers.

Oct. 19--WAGGONER, Ill.--Fire Chief Bill Bergen of downstate Litchfield spotted the farm tractor laying upside down in a ditch beside the road, the shadow of a human head jutting out from under it.
